Since returning from the holiday, she\u2019d simply taken up her old room in the townhouse and the Ministry was close enough to walk to.&nbsp; If the cadetship hadn\u2019t turned out to be half as glamorous or challenging as she\u2019d hoped, it kept her busy\u2014if only with archiving busywork like the kind staring back at her, in the form of musty old manila files.&nbsp; The staff were older but nice, not exactly the high powered policymakers and diplomats she\u2019d imagined and more like a local council office with better interior design.<\/p>\n<p>Gunnar had surprised her with a dozen red roses delivered to Ministry reception, which tickled the older women who made up the middle ranks of the Ministry.&nbsp; \u201cGlad you\u2019re back\u201d it read and she wasn\u2019t surprised when Mariela handed her a note on her return home, from Gunnar, asking her to meet him at Nord for drinks and dinner.&nbsp; Since then, they\u2019d had dinner together when he was in town.&nbsp; When he was out of town, it was only because he was working on \u201cmad deals\u201d that would ensure trips to London when she departed in a few months.&nbsp; It was comfortable, it was good and it was going exactly as Karin had hoped.<\/p>\n<p>Elise called a couple times a week from uni to \u201ccheck in\u201d.&nbsp; Her news about Gunnar was rewarded with gossip on the Christiansen sisters\u2014Laura was thinking of grad school, while Sarah was seeing a British exchange student.&nbsp; Other friends were already interviewing for jobs after graduation, though Elise was in no hurry to make any commitments.&nbsp; \u201cPublishing, probably,\u201d she offered with no enthusiasm, \u201cbut maybe advertising.&nbsp; I just don\u2019t know.&nbsp; I\u2019d loved school\u2014maybe I\u2019ll just do a grad degree with Laura.\u201d<\/p>\n<p>\u201cIn what?\u201d her best friend pressed, already knowing her mind.<\/p>\n<p>\u201cWell, I don\u2019t know!\u201d came the exasperated answer.&nbsp; As for her own family, Karin saw her mother as rarely as before, always busy at National Health Services.&nbsp; Paul was home more often.&nbsp; Since the election that had put Lucia Therese in Government House, his own safe seat in the Senate made him a target for unending political seduction attempts by the Opposition National Party, as well as by the governing Progressives.&nbsp; It all bored her to no end\u2014big and small fish swirling about in the tiny fishbowl that was the Dominion political arena.&nbsp; It was why domestic politics were a black hole for her and she\u2019d always been attracted to the wider world stage.&nbsp; She honestly knew more about the domestic politics of countries in Europe and North America than whatever was going on in the Dominion\u2014which was usually related to commodities prices or the cost of shipping.<\/p>\n<p>Now she realised how boring the Dominion\u2019s foreign relations were as well.&nbsp; Based on the files she was reviewing, foreign affairs had less to do with intricate diplomatic dances than facilitating quarantining of visitor pets and granting tourism visas.&nbsp; She scanned through the top sheet on the hundredth file of the morning.&nbsp; A summary on the installation of a new well in Peru.<\/p>\n<p>\u201cAid,\u201d she said to herself, dropping it in small pile to her right.<\/p>\n<p>When she\u2019d asked if there was any more to the cadetship than archiving loose ministry paperwork, the Under Secretary had primly informed her that as they had never offered a cadetship before now, she had no idea what a cadetship involved.&nbsp; Until they came up with something else, Karin was informed, yes, it would involve archiving, which the permanent staff of the last few years seemed to have had little interest in.&nbsp; Karin didn\u2019t blame them.<\/p>\n<p>Advice not to visit Katanga due to \u2018adverse local condition\u2019.&nbsp; \u201cTravel,\u201d she noted, tossing it in a fairly tall stack in front of her.<\/p>\n<p>A Dominion vote in the General Assembly in the affirmative for naming 2019 as the \u2018Year of the Indigenous Languages\u2019.&nbsp; Yawn.&nbsp; \u201cUN.\u201d&nbsp; It landed in a big pile on her left.<\/p>\n<p>Scanning the next topsheet, she was confused.&nbsp; It was, except for sender, recipient, subject and date lines, almost entirely redacted.&nbsp; Thick black lines obscured the rest.&nbsp; Lazily, she began to place it in the small pile for \u201cIntelligence\u201d as it must have been a DIS request.&nbsp; But a quick double check revealed the sender as Royal Household, Security Detachment.&nbsp; Not strictly the DIS.&nbsp; Recipient was the Ministry, so fair enough, but the subject line simply read \u201cExtradition Request, Azania\u201d.&nbsp; It was dated five years\u2019 previously.&nbsp; Where did this need to go?&nbsp; \u201cRoyal\u201d?&nbsp; \u201cIntelligence\u201d?&nbsp; \u201cCriminal\u201d?&nbsp; She set it aside as she pressed on with the rest.&nbsp; She\u2019d ask for clarification and let someone else decide.&nbsp; Still, as the afternoon ticked down to the end of the work day, the mystery file kept calling to her.&nbsp; Too many loose ends\u2014and something had happened five years ago.&nbsp; The Dominion didn\u2019t boast any international jewel thieves that she knew of.&nbsp; Before leaving for the day, she decided to uncover the mystery herself.&nbsp; But, who to call?<\/p>\n<p>She picked up the secure land line phone, the only type allowed in the Ministry, and asked to be connected to the Palace.<\/p>\n<p>\u201cPrivate Secretary\u2019s Office please\u2014this is the Foreign Ministry.&nbsp; Me?&nbsp; I\u2019m the\u2026 Archivist,\u201d she replied.&nbsp; A few minutes later, she\u2019d relayed her question to an assistant.&nbsp; \u201cNo rush\u2014just need clarification on how this document she should be handled,\u201d she assured the listener, \u201cso if you could, please just leave a message for me if you might.&nbsp; She was still a bit confused by the protocol.&nbsp; She\u2019d ben seconded to the Blomster Police Command via Justice, but should she have informed her superiors about this meeting before agreeing to present her findings?&nbsp; For a reservist junior officer, she still wasn\u2019t sure about the ins and outs of military procedures, at this level any way.&nbsp; For her, it had originally meant an easy \u201cA Way Forward For Women\u201d military scholarship and not having to take on a workstudy job at Dominion State U, not a foray into real combat or a career in military intelligence!<\/p>\n<p>\u201cMajor?\u201d<\/p>\n<p>Astrid sprang to attention, saluting instantly.<\/p>\n<p>\u201cMa\u2019am!\u201d<\/p>\n<p>Hanne Ingrid, the Minister of Defence and the ultimate power in the Dominion military establishment, gave her a cool nod and Astrid slipped into an \u201cat ease\u201d position.<\/p>\n<p>\u201cI still do not understand why we aren\u2019t having this\u2014well, whatever it is &#8212; Let\u2019s go\u2014I have a Defence Council meeting in an hour at Government House.\u201d<\/p>\n<p>\u201cVery well.&nbsp; There was an assault in Blomsterby three weeks ago.&nbsp; The particularities seemed odd to the investigators as the crime seemed to bear indications it was\u2026 political in nature.&nbsp; Given the cross over between terrorism and national defence, I was asked to request a military intelligence expert to consult.&nbsp; Major Astrid was seconded.&nbsp; We were most grateful\u2014a veteran of recent field action AND an intel analyst!&nbsp; What she\u2019s going to share with you has only been recounted to myself\u2014that\u2019s it.\u201d<\/p>\n<p>Hanne re-considered the young officer.&nbsp; \u201cRecent field action, major?\u201d she asked, more intent now.<\/p>\n<p>\u201cSallopsgangdalen, Northern District, Minister.&nbsp; It was really nothing,\u201d she added, \u201cjust a failed PRF raid on a farmstead.\u201d<\/p>\n<p>Now Minister Hanne smiled.&nbsp; \u201cYou are being too humble.&nbsp; That may have been a turning point in the PRF\u2019s little attempt at a ground war.&nbsp; They seemed to have gone back to ground since then.&nbsp; It was fine work, Major.\u201d<\/p>\n<p>Astrid nodded uncomfortably.&nbsp; \u201cMay I, Minister?\u201d<\/p>\n<p>Hanne nodded.&nbsp; \u201cDo proceed, Major.\u201d<\/p>\n<p>Astrid tapped the mouse.&nbsp; \u201cThe Blomsterby attack, as Minister Carlene has said, contained elements that were peculiar to say the least.&nbsp; The victim, a Julie Abildg\u00e5rd, was returning home after closing down the caf\u00e9 she worked at part time.&nbsp; It is considered a \u2018safe\u2019 part of the city and she was no more than a block away from her flat when the assault began.&nbsp; A bag was placed over her head and she was carried away by several men into a nearby office building under construction.&nbsp; There she was stripped, raped three times and subjected to being photographed afterwards.\u201d<\/p>\n<p>Hanne glowered.&nbsp; \u201cThis is what the PM has been fighting against all her life\u2014wanton violence perpetuated against women.&nbsp; Unfortunate, but not uncommon.\u201d<\/p>\n<p>Carlene drew circles on the table.&nbsp; \u201cActually QUITE uncommon.&nbsp; Rapes have dropped to a fifty year low in the last few years, Ingrid.&nbsp; But do continue, Major.\u201d<\/p>\n<p>Astrid nodded.&nbsp; \u201cThe victim couldn\u2019t identify any of her attackers but she believed there were at least five, maybe as many as ten.\u201d<\/p>\n<p>\u201cAnd they all raped her?\u201d Hanne pressed.<\/p>\n<p>Astrid shook her head.&nbsp; \u201cNo, Minister.&nbsp; She was raped three and only three times and she believes it was by the same man.&nbsp; She smelled the same smell each time.&nbsp; She believes it was a Primevan.\u201d<\/p>\n<p>Hanne rubbed her brow.&nbsp; \u201cSo now we come to it.&nbsp; Well, this must happen from time to time.&nbsp; It doesn\u2019t necessarily mean it was political in nature.&nbsp; More like bad luck on the part of the poor victim.\u201d<\/p>\n<p>\u201cIngrid, there hasn\u2019t been a Primevan on Dominion rape in thirty years.&nbsp; It\u2019s extremely rare,\u201d the Minister of Justice stated unequivocally.&nbsp; \u201cThere were a flurry of false reports thirty years ago and back but there hasn\u2019t been a prosecutable case since then.&nbsp; I\u2019m not saying it doesn\u2019t ever happen, but that we haven\u2019t carried any charges through to a successful prosecution.\u201d<\/p>\n<p>The MOD turned to the young major.&nbsp; \u201cThat doesn\u2019t mean it was political, though\u2014does it?\u201d&nbsp; It was stated as a fact, the options too disagreeable to contend with.<\/p>\n<p>The major tapped the mouse and another image appeared on the screen.&nbsp; It depicted a woman in a police clinic, head obscured but blouse raised.&nbsp; Between her breasts was the unmistakeable five pointed star of the PRF, drawn with a bright red ink.&nbsp; \u201cI\u2019m afraid it does,\u201d she informed Hanne.<\/p>\n<p>\u201cI see.\u201d<\/p>\n<p>\u201cThere\u2019s more.&nbsp; There\u2019s, well\u2014there\u2019s this.\u201d&nbsp; Astrid pulled the half tattered magazine from her satchel, dropping it on the table.&nbsp; \u201cThis was found dropped a block away.&nbsp; But we\u2019ve discovered other copies.\u201d<\/p>\n<p>Hanne\u2019s eyes bulged as she flicked through the pages.&nbsp; \u201cOther copies in Blomsterby?\u201d she barely managed to ask, eyes riveted to the images on the slick pages.<\/p>\n<p>\u201cOther copies across the Dominion,\u201d Minister Carlene answered.&nbsp; \u201cThis trash is being distributed throughout every major urban location, always found in Primevanneighborhoods.&nbsp; And it gets worse.&nbsp; Major?\u201d<\/p>\n<p>Astrid held the attention of two of the most senior officials in the Dominion but wished she could be anywhere else.&nbsp; \u201cThis was just the first reported attack.\u201d<\/p>\n<p>\u201cThere have been others,\u201d Hanne grimly acknowledged.<\/p>\n<p>\u201cThirty-nine reported attacks in the last two months.&nbsp; They may have been others.&nbsp; The Minister,\u201d she nodded to MaryBeth, \u201c has placed them under a media blackout so as not to cause undue panic.&nbsp; In each and every case, the victim has been between eighteen and thirty, a Dominioner female and while the attack as always involves a group, I believe the rapes are only committed by one of the group.&nbsp; Every victim is finally photographed in multiple, uh, poses.\u201d&nbsp; The pinpoints on the Dominion map clustered in cities and towns like tiny red daggers.<\/p>\n<p>\u201cHow many murders?\u201d Hanne asked.<\/p>\n<p>Astrid shook her head.&nbsp; \u201cNone.&nbsp; And there\u2019s one more common element to the ritual.&nbsp; Each victim is forced to swallow a pill.&nbsp; Toxicology tests have identified it as Levonorgestrel\u2014 the so called \u201cMorning After\u201d contraception pill.\u201d<\/p>\n<p>\u201cThis is new to me,\u201d noted MaryBeth.&nbsp; \u201cWhat do you make of it, Major?&nbsp; Where are we now?\u201d<\/p>\n<p>Astrid shrugged.&nbsp; \u201cI\u2019d only be speculating, Minister\u2014\u201d<\/p>\n<p>Hanne slapped the table.&nbsp; \u201cThen speculate, damn it!\u201d<\/p>\n<p>Astrid jumped.&nbsp; \u201cVery well.&nbsp; I believe this activity may be a PRF cell ritual.&nbsp; PRF recruitment, we believe, has spiked in recent weeks, the same period in which that,\u201d she pointed at the copy of \u2018MINX\u2019 magazine, \u201cstarting getting distributed.&nbsp; It is a recruiting drive, I believe.&nbsp; And the attacks are an initiation rite which is the pay-off.&nbsp; Join up and get a free rape.&nbsp; Several of the victims seemed to think they were attacked by someone who knew them.&nbsp; Not a specific name, just a sense.&nbsp; Because every attack was planned to the minute.&nbsp; Travel routes, times, addresses\u2014the attackers knew it all.&nbsp; It wasn\u2019t random\u2014it was premeditated in every aspect.\u201d<\/p>\n<p>MaryBeth shook her head.&nbsp; \u201cWhy would the PRF willingly expose themselves as rapists?&nbsp; It doesn\u2019t make sense, Major Bach.\u201d<\/p>\n<p>\u201cWith respect Minister, because it conforms to the recent shift in PRF ideology.&nbsp; The new leadership has expelled the old moderate wing.&nbsp; They aren\u2019t interested in co-existence or power sharing.&nbsp; They want total control of the Dominion,\u201d Astrid insisted.<\/p>\n<p>\u201cBut who?&nbsp; The Primevans are a concept, not a people.&nbsp; Africans, Indians, Arabs, Chamorros and every other imperial troublemaker the British wrapped up and transported here.&nbsp; They aren\u2019t an indigenous people\u2014the Europeans settled the Dominion\u2014they were dumped here!\u201d<\/p>\n<p>Astrid nodded.&nbsp; \u201cI agree but the recent chatter on social media and offline conversations indicates and new syncretistic tone\u2014\u201d<\/p>\n<p>Hanne shook her head.&nbsp; \u201cA what?\u201d<\/p>\n<p>Astrid backed up.&nbsp; \u201cSorry, Minister.&nbsp; I was a sociology major at uni.&nbsp; Syncretism is when a new identity springs out of a range of older concepts.&nbsp; The language coming out of the PRF is filled with trigger words that indicate they are attempting to establish a new identity for everyone in the Dominion excluding the original settlers.\u201d&nbsp;
